SOJ is working with the Multnomah County Joint Office of Homeless Services and Do Good Multnomah to transform a former Rite Aid into a long-term, year-round transitional shelter serving up to 120 adults. The shelter will offer health and housing services, and amenities such as laundry, shower rooms, restrooms, a kitchen, offices, and common spaces. In addition, the shelter is located near transit, libraries, educational and employment facilities, and social services.
 
The shelter will incorporate trauma-informed design that takes daylight, sound, and other sensory impacts into consideration, ensuring vulnerable participants have a safe sanctuary. The site will include shared outdoor space and a small “tiny shelter” village with individual sleeping structures for 18 women.
 
Since acquiring the property in 2020, the former Rite Aid has been used as an interim emergency center and a vaccination clinic. The interim shelter continues to operate while the long-term Arbor Lodge Shelter is in the design and permitting stages. The improved Arbor Lodge Shelter is scheduled to open in 2023.
